Mutual Education and Cultural Exchange
Act (Fulbright-Hays Act)

Enabling legislation passed by Congress in 1961 to permit American teachers to participate in teacher exchange programs in countries that have signed participating agreements with the United States. Administered by the Department of State, with help from the Department of Education, the program arranges for American teachers to teach in schools overseas, while their counterparts teach in the United States.
